Why are books always seem to have one or two blank pages at the start / end?

All these answers are not entirely correct. I worked as an assistant production manager for a printer in New York for 8 years. Let me fill in the books are printed on large sheets flat sheets of paper – no buns. Journal is printed on paper rolls. Books printed sheets are 25×38 or 30×40. But first, the pages are printed on negative film and the pages are put in place – Some right on the spot, some Upside Down – a person called a stripper. They are stacked over others and when they are all generally associated with a method called perfect binding. Both books are always in multiples of 16 pages. If writing no, there will be additional front or back pages. If the book ends exactly at a multiple of 16, he will not. Therefore, most children's books the image is 48 pages – 3×16.
